This type of drum cartridge also includes the Developer station as its lower half.  On a new cartridge, there is a pull-seal which is extracted at installation time.  This seal's removal allows the developer charge to drop down into the mixing area.  The cartridge recycles reclaimed toner from the drum and continues to cycle it around in the developer mixing augers. Store these cartridges horizontal.  Don't turn the cartridge upside down nor stand it on its end after the seal has been pulled.  .
